OUTAGE DETECTION / RESTORATION

Reducing the scope and duration of customer power outages is a key capability of the Smart Grid. By leveraging the capabilities of Advanced Metering Infrastructure (AMI) with outage management systems (OMS), utilities can better detect power outages at customer locations, and restore service more quickly.

Given the differences in systems and business process related to AMI and OMS, the USB saw Outage Detection/Restoration (ODR) as a priority area in which to develop standards. The ODR Work Team was created to address this area, and is working on developing information standards for the following processes:

  • Single meter outage detected by AMI;
  • Single meter outage reported by customer call;
  • Small number of meter outages detected by AMI;
  • Large number of meter outages detected by AMI;
  • Multiple meter outages caused by planned maintenance; and
  • Communications maintenance and related outages.

The ODR Team is also considering the issues related to:

  • Power quality events;
  • Distribution automation impacts; and
  • Differences for Commercial/Industrial and Residential customers.

The ODR Team is mapping the business processes, and will then examine the information requirements associated with each to determine opportunities for standardization. It is expected that “de facto” standards will eventually be presented to the AMI/MDM/OMS vendors, to the MultiSpeak team, and to the IEC.
